The Kurdish-inhabited region of northern Iraq is relatively peaceful and prospering economically, but the Iraqi Kurds political autonomy and political strength in post- Saddam Iraq has caused growing threat perceptions in Turkey, Iran, and Arab Iraq. However, the Iraqi Kurds’ ties to the United States and the U.S. drive to stabilize Iraq will likely enable the Kurds to parry the threats. This report will be updated.

The Immigration and Nationality Act (INA) spells out a strict set of admissions criteria and exclusion rules for all foreign nationals who come permanently to the United States as immigrants (i.e., legal permanent residents) or temporarily as nonimmigrants. Notably, any alien who engages in terrorist activity, or is a representative or member of a designated foreign terrorist organization, is generally inadmissible. After the September 11, 2001, terrorist attacks, the INA was broadened to deny entry to representatives of groups that endorse terrorism, prominent individuals who endorse terrorism, and (in certain circumstances) spouses and children of aliens who are removable on terrorism grounds. The INA also contains grounds for inadmissibility based on foreign policy concerns.

International Crisis Group - New Report:
Darfur’s New Security Reality,* the latest report from the International Crisis Group, examines the need to reformulate the peace process, with negotiations that are more inclusive and address the conflict’s root causes. While there are fewer deaths now than in 2003-2004, the parties have splintered, confrontations have multiplied, and violence is again rising. Access for humanitarian agencies is decreasing, international peacekeeping is not yet effective, and a political settlement is still far away. The peace talks launched in Libya in October 2007 are on hold. To succeed, the process must include the full range of constituencies involved in the crisis, such as women and Arab tribes. Two New Reports

From Refugee to Citizen - New Research from the Institute for Public Policy Research

The research was commissioned as part of the 50th anniversary celebrations of Refugee Support (formerly the Refugee Housing Association), a charity founded in the autumn of 1957 to provide housing for Hungarian refugees who had settled in the UK. It comprised 30 life history interviews with refugees who had arrived in the UK between 1956 and 2006. The research examined how refugees understood their own integration and journey to citizenship, notions of home and what it means to be British.

[List mod.'s note: Please visit the URL for the text of the report.] The summary report is based on findings from a May 2007 assessment to northern Uganda in which the Women's Commission for Refugee Women and Children interviewed young people about the impact of war on their lives and prospects for the future, and their recommendations to local, national and international actors. Findings from this study, supported by UNICEF, also contributed to the 10-year Strategic Review of the "Machel Study" on the Impact of Armed Conflict on Children.

The report outlines immediate action that is required by the international community, in partnership with the Government of Uganda, local organizations and affected communities, to ensure that young people in the north are empowered to contribute to peace and prosperity in their country. Listening to Youth gives voice to young people's perspectives and recommendations as northern Uganda strives to restore security and rights for all of its citizens-providing critical lessons to the international community in their support to all regions affected by violent conflict.

In addition to the attached summary report, a "Report to Contributors" was developed in response to requests from young people interviewed who wanted to know how the information they shared would be used and what impact it would have. The "Report to Contributors" is available in English and Luo at

Older Refugees: from isolation to integration

Museums and Refugees - Keeping Cultures conference
This international conference will explore how museums and heritage agencies respond to complex historical, ethical, legal, social and political issues. Museums, academic research centres, non-government organisations and government departments/agencies increasingly see the need to explore the cultural contributions and impact of refugee and asylum seeker groups on urban and regional centres.

These issues significantly affect museums’ policy and approaches: participation, curatorial decisions, collecting strategies, partnerships, approaches to programming, as well as shared decision making in collaborative exhibitions and public events. UNHCR Online Game and New Publications

1) Refugee game offers fear, flight and safety – one click at a time. The UNHCR has just launched an English language version of their Against All Odds online game. The game is designed to be of educational value and is primarily aimed at schoolchildren. 2) The UNHCR has also recently launched two online publications via the UNHCR website (www.unhcr.org) which may be of relevance to researchers and students. The first is entitled "Asylum in the European Union. A Study of the Implementation of the Qualification Directive (November 2007) and this is available to download from: [by clicking here]; the second publication is entitled "UNHCR Position on the Situation of Asylum in Ukraine in the Context of Return of Asylum-Seekers October 2007" and again, this is available to download: [by clicking here].

3) Australia. Austcare (The Australian Humanitarian Aid NGO) has recently launched its latest annual report for the year 2006-07. This can be viewed on the Austcare website at: http://www.austcare.org.au/aboutus/annual-reports.aspx along with a brief online video highlighting the range of Austcare's programs over the last year.

4) Refugees International have just released a number of policy recommendations and fact sheets relating to the exodus of refugees from Zimbabwe.
