Government Attacks Show Civilians Need Greater International Protection
(New York, May 19, 2008) – The United Nations Security Council should impose targeted sanctions on Sudanese officials responsible for attacks against civilians in West Darfur in February 2008, said Human Rights Watch in a new report released today. Following an attack by Darfur rebels on Khartoum on May 10, 2008, Human Rights Watch also expressed concern about possible government reprisals against civilians in West Darfur.

The book by the International Organization for Migration (IOM) and Eurasylum on 'Assessing the Costs and Impacts of Migration Policy: an International Comparison' has just been published. The book explores some of the key issues, at a policy and practical level, relating to the design, implementation and outcomes of public evaluation systems in the field of migration policy. It reviews the ways migration
policies are evaluated in several EU member states, the USA, Canada, the European Commission, IOM and UNHCR, and provides a range of recommendations for improving the design and implementation of evidence-based and accountable policies in the field of migration and asylum. Iraq after the Surge, a set of two companion reports from the International Crisis Group, examines the security and political aspects of the surge. The New Sunni Landscape, uniquely based on extensive interviews with insurgents, describes the sweeping changes affecting Sunni tribes, al-Qaeda in Iraq and the insurgency. The Need for a New Political Strategy analyses reasons for the current deadlock and suggests a way forward. Both point to the importance of devising a different approach that focuses on pressuring the Iraqi government to agree to political compromise, engaging in negotiations with a fuller range of Iraqi actors, including still-active insurgents, and altering the regional climate.
